was born in New York City in 1845 and died in Albany in 1912. He studied in New England, Paris and Rome and was a member of the National Academy of Design, the Society of American Artists, National Sculpture Society, Architectural League of New York and the Salmagundi Club of which he was a founding member. Hartley exhibited at the Royal Academy, the Pan American Exposition in Buffalo and the National Academy of Design. As the son-in-law of the famous landscape painter, George Inness, Hartley sculpted the bust of Inness at the Hall of Fame of Great Americans on the campus of Bronx Community College. Hartley is also the sculptor of the Sullivan Fountain in Van Courtlandt Park, dated 1906.
